For investors and project owners
Building commissioning is a method or long-term process for quality assurance of construction works, proving building systems operability and correct functionality. The activities of the person managing the Cx process - Commissioning authority / agent (CxA) - complement the activities of the investor's technical supervisor (TDS from Czech "Technický dozor stavebníka") according to practices in the Czech Republic. It is also possible to recognise activities of the TDS as a subset of building commissioning activities. Ideally, the CxA acts as an advisor to the investor / owner during the project briefing in order to include building systems operational and functional requirements. The Cx process should start prior to the concept study and end during the first years of building use. When an owner of the project is choosing the CxA, they should pay particular attention to defining how quality assurance and quality control would be addressed during construction and installation works. Good Cx process includes but is not limited to the following: _developing the OPR (Owner's Project Requirements), _developing the BOD (Basis of Design), _specifying required activities for tendering roles throughout the project, _developing a Commissioning Plan, _describing Functional Performance Tests (FPT) _warranty conditions, _and lessons learnt.
For operators and facility managers
In the Czech Republic the Cx process can be translated as the operator's technical supervision, so that the building operational functionality is emphasised. The difference from the investor's technical supervisor (TDS) is also evident in the public sector where the investment deparment and the property management department manages operation and use. These two departments should work together and even be able to share budgets and human resources to effectively solve problems. When there is a situation without a suitable resolution, the building retro-commissioning process should take place. This should bring a more efficient operations even at a price of losing some warranties. The team responsible for building operations and maintenance should already be active during the design and construction phases. If the personnel is not assigned early in the project, the CxA usually defends their interests and ensures the collection of useful information. A good Cx process includes but is not limited to the following: _maintaining commissioned systems Issues Logs, _developing a building Systems Manual, _ensuring high-quality personnel training, _developing an Operations & Maintenance Plan.

With his personal and professional commitment to sustainability in building design, construction and building use, Martin holds several significant qualifications including LEED AP (Operations & Maintenance), BREEAM AP (Design & Site), WELL AP, Access4you AP, and SFP (Sustainability Facility Professional).
Martin graduated from the Master's course of Preparation, Construction and Operations of Buildings at CTU in 2014. Since then he also contributes to teaching facilities management and building commissioning at the CTU's Department of Construction Technology.
